I think we are roughly following Kurt Lewin’s “planned change” model of change management, in the hope that from all the stakeholders a consensus (or at least, compromises) emerge as everyone realises the need for change and comes to accept it through a shared learning process. This is worth trying, but we need to bear in mind that it may not work if (a) a top down approach prevails, at the end of the day enforced through purse strings (2) there may not be a consensus across Adur and Worthing, or across stakeholders (3) political issues may be ducked (4) resource issues may be ducked (5) the time required for this process is to long to match public sector requirements for action (6)community or voluntary action groups’ wishes and choices are not in sync with public sector models and frameworks for geography, delivery, funding or strategic direction.
I think change is messy and socio-political, not analytic-rational. Our role should be to foster a structure which sustains learning, action research and experimentation, and risk taking investment in local action. Hence I am not seeking a blueprint to draw it all together across Adur and Worthing, but a culture of openness to local ideas and proposals, and a capacity to evaluate and if appropriate support these. I believe that any strategy should operate mainly at the level of principles, being sufficiently general to accommodate such opportunism as and when it arises, and without forcing us all into a funding and policy straitjacket.
